On the state level there are similar organizations like the State Emergency Management Office (SEMO) that handle issues related specifically to their respective states but also work closely with other agencies on a national scale in order to ensure an efficient response effort across multiple jurisdictions when necessary .
Local governments often have their own police forces which are best equipped to respond quickly in cases where law enforcement might be necessary due to looting or civil unrest resulting from catastrophe strikes . Fire departments will also play a significant role whenever fire damage is involved .
